RTL extension first, probably. The extension is doomed, IMO, though for political reasons. How about if we come up with a new extension called .caucasian? Would the americans buy into it? You know, the Iranians are the true "caucasians" as far as I have understood it...
Email? If you mean the username part of the email address, then this is independent of any extension being in punycode/unicode. Email programs are simply not built to encode/decode unicode usernames. Why they haven't adopted IDNA is beyond me, but I haven't really dug deeply into this topic - it could be something like the normalization ruleset can't possibly be as simple as it can be for domain names...
