In the patent application seen by The Times, Google writes:

“We file patent applications on a variety of ideas. Some of those ideas later mature into real products, services or infrastructure, some don’t.”

Yeah sure they are considering it, aka nothing to see here.

I've stopped reading news articles ending with "?" because they are almost always pure speculation.

Yes it is speculation, but I think many have been wondering if google will pull out of the US and find safer ground elsewhere. If there is a strong anti-trust case against them, they will probably move. Where too? Nobody knows, I don't think it will be Dubai or Bangalore. Probably somewhere in Europe or Asia-Pacific would be my guess.
