Submitted by iashah on Wed, 2008-03-12 13:59. With reference to the above comments regarding the outcomes of New Delhi's Meeting I have some reservations which I would like to mention over here. During the week long New Delhi's meeting, we hope that very comprehensive discussion sessions were managed to define effective & quick mechanism for the creation and validity of Multilingual (Non-English) Internationalized Domain Names. But in order to conclude the result of the meeting following remarks are very disappointing for those who were expecting that policies will be finalized till mid of 2008: 1. "ICANN's board is taking no action on new domains", & 2. "IDN.IDN pushed back until 2009" We understand that ICANN holds 3 meetings p.a., if this meeting was beneficial with reference to its contents & discussion, ICANN management should have to expand its duration or at least one or two more subsequent meeting should have to be scheduled in the same region. Because all of the participants would not be able to join next GNSO Council event in Paris, in June 08 and the decision on the opening IDN.IDN will go back onto 2010. An other indication is referred mentioning that these are comments of from Dr Paul Twomey, ICANN's President & CEO that: ".... he does not expect ICANN to start accepting bids ......", The point is to be noted that the English word "bids" is used which is little bit confusing for me because it has different meanings “offer” or “tender”. I need some clarification from M/s ICANN about this “is ICANN is going to plan for the bidding of new TLDs IDN and/or IDN.IDN?” Why it is confusing? If ICANN has planning for the bidding the new .IDN TLDs, one can expect that only richest companies (monopolist) will achieve the .IDN names. And Internet will go in the hand of monopolists. This is against the policy of transparency. New TLDs application fee (no-refundable) in year 2000 was fixed by ICANN which was US$.50,000. (Ref: ICANN | New TLD Application Process Overview) During the latest discussion ICANN has never indicated that how much cost will be charged for the registration of New TLD. If I am not wrong, this is very hard to justify the non-refundable fee of US$50,000/- to submit with an Application, if it is rejected. Similarly how the individuals or non-commercial organizations can pay this non-refundable fee. So, it is necessary to discovered that either new TLDs will be issued on the basis of “first come first serve” or “intellectual property rights only” or “offering to existing registrars of other TLDs before allowing to Public? Similarly another clarification is most important and required that if someone propose or apply for the new TLD (if he is given a chance), what are the chances this proposed name is offered first to existing registrar of other TLDs and second it is sold to higher bidder (either bidding is open to the whole world)? However, it is suggested that the new TLD fee should not be so high, but the concurrent charges may be applied with each next 2 or 3 level domain names created with new TLD. Didn't ICANN press recently indicate that by mid-2008 things would be moving forward for the first few fast track IDN.IDN languages? It seems as though the whole idn.idn thing just keeps getting pushed back and back. By the time it ever happens ( and if it does ) then it might just be too late to have any sort of impact.
