Japaneses NIC rules in English?

I'm looking for a somewhere that I can get the rules for the .jp registry. Specifically, I'm looking for their terms of service on transfers, selling names, whether you need a company there, etc. Before I start going crazy buying these things up I need my council to review the actual rules, not the opinions of others.

Does anyone know where I can find these?

Companies or individuals that have a permanent postal address in Japan are eligible for registration of 2nd level, i.e., General-use JP Domain Name.
3rd level name under CO.JP may be applied by the companies incorporated with official registration in Japan. Non-Japanese corporations registered in Japan as "Gaikoku Kaisha (Foreign Company)" may also apply for a CO.JP domain name.
